Strength/Extent of powers: His powers are extremely strong and well-developed. He can manipulate someone from a great deal of distance away without the slightest problem. However, should someone be shielded with a strong metal helmet or hidden in a metallic place, he will be unable to reach them.
Innate: Sometimes, Xavier innately reaches out to people's minds without thinking about it. In such cases, he can only read surface thoughts.
Memory related: No.
Relation to memory: He'd know how to use it better through certain memories, but otherwise it's completely innate.
Effect of the powercap: He won't be able to fully control someone permanently and the distance would be reduced.
